The Darjeeling Welfare Society (DWS) is a registered non-profit organization founded by Shri Harsh Vardhan Shringla, a Member of Parliament in the Rajya Sabha and a seasoned diplomat with a four-decade legacy of exemplary public service. Under his visionary leadership, DWS has established itself as a dedicated catalyst for social transformation and inclusive development across Darjeeling and Siliguri regions. While formally registered in 2023, the Society’s grassroots impact spans a decade, having driven critical youth empowerment and community development initiatives throughout Darjeeling and its adjoining areas since 2014.
DWS works extensively for underprivileged and marginalised communities across Darjeeling, Kalimpong, Kurseong, Mirik, North Bengal and the North Eastern region, with a strong focus on youth and women empowerment, livelihood generation, education, healthcare and environmental sustainability. During the COVID-19 pandemic, the Society undertook several humanitarian and relief initiatives, including medical assistance, livelihood support and facilitation services for stranded individuals from the region.
Among its flagship initiatives are programmes promoting alternative livelihood opportunities in the tea gardens of Darjeeling, Rozgar Mela 1.0 in Darjeeling, Rozgar Mela 2.0 in Siliguri, and free UPSC Civil Services Examination coaching for underprivileged youth from the hills and adjoining areas. Through these sustained efforts, DWS continues to work towards building a more empowered, self-reliant and inclusive society.
Under the visionary leadership of President Harsh Vardhan Shringla UPSC CSE Rank 15 in 1984, distinguished IFS officer, former Foreign Secretary of India, and former Ambassador to the U.S., Thailand, and High Commissioner to Bangladesh—the Darjeeling Welfare Society launches a free UPSC coaching center. This initiative is dedicated to empowering youth from Darjeeling and nearby areas with mentorship, resources, and guidance to help them succeed in one of India’s most prestigious examinations.

Inauguration of Free UPSC Coaching by the Gorkhaland Territorial Administration in Collaboration with the Darjeeling Welfare Society
The Gorkhaland Territorial Administration (GTA), in collaboration with the Darjeeling Welfare Society (DWS), proudly inaugurated free UPSC coaching facilities today. This initiative, launched Jointly by Shri Anit Thapa and Shri Harshvardhan Shringla in the presence of, Hon’ble chairman Shri Anjul Chowhan, Hon’ble deputy chairman Shri Rajesh Chauhan, IPrincipal secretary GTA Shri Vijay Bharati and Secretary GTA Shri Suden Tshering Bhutia.
